It is an explanation of precisely why you can not call Obama a socialists. Mainstream Conservatives are not mad at Obama for being a socialist, they are mad at him for making America's system more European. Socialists liberals, also, do not call his system Socialism, as a matter of fact, socialist Americans disagree with many things that Obama is doing.
The author believes in Obama's plan and goes on to say that if he succeeds in his plans, America will come out to be a more sustainable, competitive and social capitalist nation. However, he seems angry at people accusing them, when in all regards, it's everyone's fault and the flawed American system is to blame.
